Technical GuidelinesTechnical quality, particularly in rural PV markets is considered one of the primary factors influencing end-users’ willingness-to-pay under credit or fee-for-service schemes. Satisfied consumers spread the “good news” about reliable products, confirming publicity and market awareness campaigns; conversely, products that do not function as expected rapidly lose credibility and become increasingly difficult to sell. In recognition of the importance of technical quality, all PV systems supplied under PVMTI must comply with a set of technical standards referred to as the “PVMTI Technical Guidelines”. Rather than seek to create new technical norms, the IFC/EMT adopts state of the art standards, protocols and procedures for systems and components, for example the Universal Technical Standard for Solar Home Systems-Version 2, and the PV Solar Home System Qualification Testing Procedure (June 2001 edition) for qualification of Solar Home Systems. This approach is intended to contribute to global acceptance of universal standards and avoids adding to the multitude of international standards for PV rural electrification applications, most of which have never been effectively applied.
